Public Sector Underaking (PSUs) have been making significant contributions to creating infrastructure and generating employment, they have also been critized for ineffeiciency and financial loss. They have been posing a heavy burden on fiscal and credit resource of countries. Their poor performance is due largerly to their non-comercial goals and protected status in the market. Thus, privatization has been the most common measure adopted in many countries to rectify the weaknesses possesses by PSUs. However, PSUs is not panacea.
