Melanesians as observers, entrepreneurs, and admin

Tourism has a long history in Papua New Guinea, Solomon Islands and Vanuatu yet little has been written about what part the indegenous people have played. In 1995, designated 'Visit South Pacific Year,' it was important to recognice that the have had roles in tourism other than as attractions or handicraft sellers. This paper gives a few historical examples of some other ways in which Melanesians have participated in tourism.
