We have begun to see the workplace as somewhere in which people could develop, and their skills could be matched to appropriate jobs. Many organizations embraced the idea early on of establishing competencies, but it took a systematic development of techniques, known as Competency-Based Learning, to merge that idea with the concept of the &quot;learning organization.&quot;
