The annual inflation-adjustedrnglobal cost of natural disastersrnhas increased sharply, with the averagernfrom 2011 to 2015 reaching four timesrnthe average from 1980 to 1985. Thernnumber of people affected is rising too,rnoften exceeding 300 million in recentrnyears. But traditional sources of fundingrnfor disaster recovery, from governments,rnnonprofits, and NGOs, havernnot kept pace.
