This volume is the result of a conference held by the National Bureau of Economic research in Cambridge, Massachusetts, on February 13-14, 1987. Increased interest in US trade policy, stimulated by such factors as the massive US trade deficit, a belief that intervention by foreign governments in international markets has given other countries a competitive edge over the United States, and concern about the increase in protection among industrial countries, had led to major analytical development in international economics in recent years.
